Reston's Metro Stations Were Zoned for Towers. Why Are They Getting Townhouses Instead?

"We need to be optimizing density around Metro stations." The chair of the Fairfax County Planning Commission said that at a July 8 hearing on 1850 Roland Clarke Place. The site is a 3.5-acre office parcel about half a mile from both the Wiehle-Reston East and Reston Town Center Silver Line stations. The county plan already allowed mixed-use development there at 3.55 floor-area ratio, mostly apartments or condos. The owner asked for an option to build 70 townhouses instead, which cuts density by about two-thirds. The commission recommended approval anyway.

That vote fits a pattern. Across Reston's transit station areas this year, the new homes actually getting built on old office land are mostly townhouses. The condo stock nearby is piling up listings. For a buyer, Metro-adjacent Reston is now two separate purchases with different price points, different financing friction, and different questions about community membership.

The condo side got more choice and a new loan hurdle

The regional numbers show the split clearly. The Northern Virginia Association of Realtors' August 2026 market report counted 1,325 active condo listings, up 44.8% from August 2025. Townhome listings rose 29.9% to 609. Detached listings fell 8.5% to 998. Condos went from about 24% of available inventory to 27%. Detached homes dropped from about 28% to 21%. These figures cover NVAR's whole service area, not Reston alone. But the direction matches what's happening at the station areas.

More listings usually give condo buyers more leverage. The friction is in the financing. In a March 18, 2026 lender letter, Fannie Mae retired its Limited Review process for condo projects. For loan applications dated on or after August 3, 2026, established buildings that used to qualify for that lighter review now need a Full Review or an eligible waiver. Starting January 4, 2027, the same letter raises the minimum share of an association's budgeted income that must go to reserves for capital expenditures and deferred maintenance, from 10% to 15%.

So a Reston condo buyer this fall faces two underwriting questions. One is about the borrower. The other is about the building's budget, reserves, and documents. A condo association whose budget falls short of the new reserve floor after January could see that show up in a buyer's loan process. In practice, the building's paperwork becomes part of the offer timeline.

What's replacing the office parks

On the new-construction side, here's what Fairfax County approved or received for Reston's station-area office sites between July and early September 2026:

Site Builder or owner What's planned Status
1925 Isaac Newton Square East Tri Pointe Homes 24 townhouses replacing a planned 180-unit multifamily building Approved Aug. 25, 2026
1850 Old Reston Avenue, Bowman House tract EYA 57 townhouses, 7 affordable, historic house kept Final approval July 14, 2026
1810, 1825 and 1850 Samuel Morse Drive Pulte Group 112 condos plus 46 stacked townhouses Approved July 14, 2026
11600 American Dream Way, Sunset Station Wheelock Communities with Dream Finders Homes 82 homes, mostly townhouses First 8 occupied July 2026
1902 Association Drive Toll Brothers affiliate 54 rear-loaded townhouses Rezoning filed Aug. 31, 2026
Roland Clarke Place, 1850 per FFXnow, 1950 per county Stewart Investment Partners Possible 70 townhouses Plan amendment adopted Aug. 25, 2026; no rezoning yet

Isaac Newton Square shows the swap most directly. The 2019 approval for the larger 32-acre site allowed up to 2,100 homes. The first phase will deliver about 488, and its last block went from 180 apartments to 24 townhouses. Pulte's Lofts II still builds condos, but it puts 46 stacked townhouses in their own four-story building on the same site. Roland Clarke needs one caution. The county's adopted amendment page, which lists the parcel as 1950 Roland Clarke Place, asks staff to consider "primarily residential uses" with a public recreation amenity. It does not approve a townhouse rezoning. The owner's attorney said a rezoning application could come later in the year.

Why builders keep choosing townhouses

The Washington Business Journal summed up the regional trend in a November 2025 cover story on aging office parks. Its subhead says townhouses are "easily financed and fit nicely onto suburban office campuses," and its illustration was a proposed townhouse project at 1895 Preston White Drive in Reston. That's the incentive. A townhouse community can be built and sold one building at a time, so the builder starts recovering money long before the whole project is finished. A mid-rise condo building has to be fully financed and built before anyone moves in.

Sunset Station shows the phased model at work. Eight townhouses were occupied by July. Four more buildings were expected this fall. Wheelock said the community should be substantially complete in December, with work on individual buildings continuing into 2028.

The reasons given at public hearings are more local. At Isaac Newton Square, dropping the multifamily building made room for about 0.57 acres of public parks: an expanded Willow Oak Park, a Nature's Edge Park with a playground, and a Wayside Park along Wiehle Avenue with a 10-foot-wide trail. At Roland Clarke, county planning staff agreed that townhouses were reasonable for a parcel at the "extreme edge" of the Wiehle-Reston East station area. Neighbors in the Valley & Park townhome community raised concerns about traffic because the area has a single way in and out.

What the townhouse buyer is actually competing against

Price is the result of all this. Townhomes at Sunset Station are priced above $1 million, with three to five bedrooms, two-car garages, and an optional fourth-story loft with a rooftop terrace. The builder's community page listed a starting price of $1,024,990 when checked on October 7, 2026. Quick move-in homes ran from about $1.25 million to $1.65 million. That's a live asking price, not a dated price sheet. FFXnow reported that the possible Roland Clarke townhouses would likely sell for $1 million or more. Toll's Association Drive plan averages about 1,900 square feet per home.

That creates a price anchor near Metro that older Reston townhomes now sit next to. A buyer comparing a resale cluster townhouse with a new station-area unit is comparing two different ownership setups as well as two price points. For new construction, delivery dates count too. EYA's Bowman House sales were slated for fall 2027. Toll's project is still only an application.

The Reston Association question

Membership in Reston Association is part of the setup. RA's 2026 annual assessment is $890, up 5% from $848. The board cut $175,000 from the pool budget to keep the increase down. RA maintains 55 miles of trails, 15 pools, and 54 tennis courts.

New station-area communities don't automatically join. In 2023, RA said more than 3,000 approved station-area units had no commitment to join. Fairfax County said the comprehensive plan encourages membership but, as a land-use document, can't require it. Whether each 2026 project listed above is joining RA wasn't confirmed in current reporting. So a buyer's own review of a new community's documents is the only reliable way to know which association covers the home, and whether RA amenities come with it.

The towers haven't disappeared, they've moved later

The large mixed-use plans are still on the books. They're just further out. On September 15, 2026, the Board of Supervisors approved a framework for Reston Town Center North: 46.6 acres with about 1,000 homes, a central park, a recreation center, and a replacement library. Each block still needs its own review. Bernstein Management's Reston Crossing proposal next to the Reston Town Center Metro station would put about 1,620 homes in five residential buildings on Edmund Halley Drive. It's still a proposal. Berman Enterprises' Makers Point application on Sunrise Valley Drive ranges from 234 townhouses up to 557 homes, depending on what goes into its later phases.

Even Makers Point starts with townhouses and keeps the denser option for later phases. That's the pattern across the corridor. Townhouses come first because they can be financed and sold now. Higher-density buildings stay in the approved plans until the economics support them.

Quick answers

Are new Reston townhouses near Metro cheaper than older ones? The new ones reported so far are priced at $1 million and up. FFXnow's coverage of Sunset Station and the Roland Clarke proposal both point to that level.

Does the Fannie Mae change apply to every condo purchase? It applies to loans Fannie Mae buys. The Limited Review retirement covers applications dated on or after August 3, 2026, and the higher reserve minimum takes effect January 4, 2027. Loans outside Fannie Mae's programs follow their own rules.

Has Roland Clarke Place been approved for townhouses? No. The comprehensive plan amendment was adopted on August 25, 2026. A detailed rezoning would still have to be filed and approved.

At TSR Homes, we look at Reston's station-area options one building and one community at a time. For condos, that means the association's reserves and budget under the new Fannie Mae standards. For new townhouses, it means delivery timing and whether the community belongs to Reston Association. Call us if you'd like a side-by-side look before you make an offer. Hire Us.
